Union Minister for Human Resource Development & Communications & Information Technology, Kapil Sibal conferred the Degree of Doctor of Literature (Honoris Causa) on the Nobel Laureate, Prof. Amartya Sen, at a Special Convocation of National University of Educational Planning and Administration (NUEPA), in New Delhi on Monday, 04 July 2011.
